Frances is the Director for Strategy at the Colman Education Foundation, heading the organisation's work on systems change and government relations as well as leading place-based teams in several Victorian communities. Prior to this, she held leadership roles in social policy and place-based reform for the Victorian Public Service, and in the Australian Government working on international development in Polynesia and Micronesia, with a focus on monitoring and evaluation and humanitarian policy.
